Question 482: To ask the Minister for the Environment, Heritage and Local Government the steps that have been taken to reprioritise capital investment programmes towards more labour intensive projects and to provide examples of projects which have been prioritised since the publication of Building Ireland's Smart Economy - A Framework for Sustainable Economic Renewal 2009 to 2014. Works funded under my Department's capital programmes, amounting to some €1.8 billion, are generally labour intensive. Such works include construction in respect of housing and water services, remedial works, provision of extensions and improvement works as well as capital investments involving heritage protection and improvements to national parks. My Department's special provision of €20 million in 2009 to fund the delivery of energy efficiency improvements in vacant local authority houses and apartments is particularly labour intensive.
