Question 216: To ask the Minister for the Environment, Heritage and Local Government if his attention has been drawn to the fact that as a result of a lack of funding provided by him, Naas Town Council, County Kildare is not in a position to build an extension to one of its houses in which there is overcrowding (details supplied); and if he will investigate this matter. As part of the Housing management Initiative, local authorities have been given delegated sanction for the delivery of their annual Improvement Works Programmes subject to specific conditions and overall programme approval from my Department. Funding for these programmes is provided from the authority's own internal capital receipts (from the sale of local authority dwellings) and may include extensions to local authority dwellings. Furthermore, my Department has indicated that in certain circumstances, and where authorities can demonstrate insufficient internal capital receipts, it will consider applications to fund such works from allocations provided to authorities under the Social Housing Investment Programme. No such application has been received in this case.
