Question 326: To ask the Minister for Social and Family Affairs the changes which have been made to the eligibility criteria for disability allowance since budget 2009; if changes have been made to the eligibility of persons in residential care who currently receive disability allowance and the eligibility of those in residential care who are not currently in receipt of disability allowance; and if she will make a statement on the matter. No changes to the Disability Allowance are being implemented as a result of Budget 2009. With effect from 3 January, 2007 people who had entered residential care without an entitlement to Disability Allowance became eligible for full Disability Allowance as a matter of right, subject only to the same conditions as apply to others. No changes have subsequently been introduced to these arrangements.
