Question 193: To ask the Tánaiste and Minister for Enterprise, Trade and Employment if a person who does not satisfy the means test for jobseeker's allowance because of income derived from savings or property and has no entitlement to social welfare credited contributions can apply for a placement on a community employment scheme; and if she will make a statement on the matter. Community Employment (CE) is an active labour market programme designed to provide eligible long term unemployed people and other disadvantaged persons with an opportunity to engage in useful work within their communities on a fixed term basis. The purpose of CE is to help unemployed people to re-enter the open labour market by breaking their experience of unemployment through a return to a work routine and to assist them to enhance and develop both their technical and personal skills.
In order to be eligible to participate on a Community Employment Project an individual is required to be over 25 years of age and be in receipt of a payment from the Department of Social and Family Affairs including Jobseekers Benefit or Jobseekers Allowance for 12 months or more.
