Question 538: To ask the Minister for the Environment, Heritage and Local Government the agencies, bodies or authorities under the aegis of his Department that have been scheduled for merging, amalgamation, abolition or sharing of services as announced in the budget 2009; the progress that has been made on the implementation of these organisational changes; the details of the implementation plan for these organisational changes; the cost savings that will arise from each of these organisational changes; and if he will make a statement on the matter. Work to merge the Local Government Management Services Board and the Local Government Computer Services Board, into the Local Government Services Board, has been initiated and is expected to require the preparation of legislation. These Bodies are funded through the local government system rather than by way of direct Exchequer subvention, and their merging will be designed to promote further efficiency and effectiveness in shared service provision in local government. It is, accordingly, not possible to provide the requested level of detail at this time.

It is planned that the Rent Tribunal will merge with the Private Residential Tenancies Board. My Department is currently examining appropriate mechanisms for advancing the merger. I anticipate that legislation will be required and in that event it will be introduced through the Housing (Miscellaneous Provisions) Bill, 2008. No savings will accrue to the Exchequer in 2008 and the expected savings in 2009 will be dependent on the timing of the merger. The full year savings arising are estimated to be in the region of €70,000 to €100,000 per annum.
