Question 380: To ask the Minister for Communications, Energy and Natural Resources his views on whether monitoring the operation of coal mines by his Department failed in the past to address the working conditions of miners; if in view of same, he has had discussions with the Department of Social and Family Affairs regarding the inclusion of miners in the occupational injury benefit scheme; and if he will make a statement on the matter. As I explained in response to a supplementary question on 29 October 2008, the functions of the mines inspectorate which relate to working conditions of miners are carried out by the Health and Safety Authority. The person with responsibility in this area was identified under the Mines and Quarries Act 1965 as the Minister for Industry and Commerce. The functions of said Minister have devolved to the Minister for Enterprise, Trade and Employment. Neither I nor my Department have any function in this regard. I have not had discussions with the Department of Social and Family Affairs in relation to the matter of inclusion of miners under the Occupational Injury Scheme. That is a matter for the Minister for Social and Family Affairs.
