Question 133: To ask the Minister for Transport if a person buying a vehicle, for example 18 months after its last National Car Test test period has expired, is required to pay the full test charge even when the vehicle has been validly off the road for the previous year and a half; his views on having the NCT validity period run from the date of the test rather than from the date of first registration; and if he will make a statement on the matter.
