Question 641: To ask the Minister for Education and Science the position pertaining to Irish nationals living outside the EU, applying for college places here for the forthcoming year; the position in relation to fees applicable to students in such circumstances; and if they will be categorised as non-EU students or Irish students. The Deputy is referring to the rate of tuition fee to be charged to students who do not qualify for free tuition fees under my Department's free fees schemes. The criteria by which individual third level institutions establish the rate of tuition fee to be charged, in cases where a student does not qualify for free fees, is determined by the institutions. The position is that the third level institutions are autonomous bodies and, as such, may determine the level of fees to be charged in such circumstances. Accordingly I have no role in this matter.
