Question 403: To ask the Minister for the Environment, Heritage and Local Government the date, in respect of the announcement to merge the Rent Tribunal into the Private Residential Tenancies Board, by which this is to be achieved; if it will require legislation; when such legislation will be published; the savings such a merger will accrue to the Exchequer in 2008, 2009 and 2010; the basis for those savings; and if he will make a statement on the matter. I anticipate that the merger of the Rent Tribunal and the Private Residential Tenancies Board will be achieved next year, in advance of the expiration, on 31 July 2009, of the term of appointment of the Tribunal's current members.

My Department is currently examining the appropriate mechanism to underpin the merger. I expect that legislation will be required and, in that event, I would intend that the necessary provisions would be introduced during the passage through the Oireachtas of the Housing (Miscellaneous Provisions) Bill 2008.

No savings will accrue to the Exchequer in 2008 and the expected savings in 2009 will be dependent on the timing of the merger. The full year savings arising are estimated to be in the region of €70,000 to €100,000 per annum.

Work to merge the Local Government Management Services Board and the Local Government Computer Services Board, into the Local Government Services Board, has been initiated and is expected to require the preparation of legislation. These Bodies are funded through the local government system rather than by way of direct Exchequer subvention, and their merging will be designed to promote further efficiency and effectiveness in shared service provision in local government. It is, accordingly, not possible to provide the requested level of detail at this time.
