Question 128: To ask the Minister for Health and Children the companies working on behalf of her Department in the administration of the health repayment scheme; the payments made to each company, on an annual basis, since the scheme was introduced; if this work was put out to tender; the way these companies were appointed; the reason it was deemed necessary for this work to be outsourced; and if she will make a statement on the matter. The Health Service Executive (HSE) has responsibility for administering the health repayment scheme in conjunction with the appointed scheme administrator K.P.M.G. and McCann Fitzgerald. The HSE has advised my Department that the repayment scheme was publicly advertised and tendered for in accordance with EU procurement regulations. The HSE has advised that the reason it was deemed necessary for the work to be outsourced was to secure the most economically advantageous business solution for the HSE. The HSE has advised that the following payments were made to the Scheme Administrator since the scheme was introduced:

2006 — €1.118m, 2007 — €2.274m, 2008 — €7.755m, Total — €11.147m.
