Question 158: To ask the Minister for the Environment, Heritage and Local Government if the proposed Animal Welfare Bill due to be published will incorporate the proposed regulations governing the control of dog breeding establishments; and the reason a simple single temporary regulation could not be published to close down abusive puppy farms on the grounds of animal cruelty and welfare as in farm animal welfare while the entire issue of management of dog breeding establishments is being reviewed. Animal welfare issues are a matter for my colleague the Minister for Agriculture, Fisheries and Food. I understand that he is preparing an Animal Health and Welfare Bill at present. Work is underway in my Department in drafting measures to implement the majority recommendations of the Working Group to review the Management of Dog Breeding Establishments. The issues involved are quite complex and have required detailed consideration. My Department has also been engaged in consultation with relevant stakeholders. It is my intention to advance this matter as quickly as possible.
