Question 108: To ask the Minister for Transport his views on allowing cars carrying three or more people to use the bus lanes in Dublin or elsewhere in order to encourage car pooling and minimise the city centre traffic as is being done in Canada and elsewhere; and if he will make a statement on the matter. It is my view that the best way to reduce congestion and to minimize city centre traffic is to encourage people to switch from private cars to public transport. This is the principal reason for providing bus lanes and other measures to promote bus priority on our roads. I am aware that quite a number of cities around the world have introduced High Occupancy Vehicle (HOV) lanes. The results have varied greatly. I am not aware of any local authorities which have plans to introduce any such lanes in Ireland. However, the possible use of HOV lanes will be considered as part of the development of my Department's forthcoming Sustainable Travel and Transport Action Plan.
