The position is that the Government Alcohol Advisory Group recommended in its Report that off-sales of alcohol be permitted only between 10.30 a.m. and 10.00 p.m. Section 4 of the Intoxicating Liquor Act 2008 gives effect to this recommendation by providing that it is unlawful for a licensee to sell any intoxicating liquor for consumption off the premises outside this period (12.30 p.m. and 10.00 p.m. on Sundays and St. Patrick's Day). This provision, which is widely supported, entered into force on 30 July 2008. I do not intend to bring forward any proposal to amend it.
