The visa application referred to was received in the Visa Office, Dublin on 25 July 2008. It was refused by the Visa Officer on 20 August 2008 for the following reasons:

1. The obligations to return to the home country were not deemed sufficient;

2. It was the opinion of the Visa Officer that the applicant may not observe the conditions of the visa, if granted.

The decision of the Visa Officer may be appealed within two months of the date of decision, in this case before 20 October 2008. Guidelines on making an appeal can be found on the website of the Irish Naturalisation and Immigration Service at www.inis.gov.ie
