Question 353: To ask the Minister for Finance the bonuses, merit awards and other payments above the basic salary he has approved for the heads of State agencies, boards and other quangos for 2005, 2006, 2007 and to date in 2008; the basis on which he made the decision to approve such awards; and if he will make a statement on the matter. Apart from the bodies staffed and headed by civil servants which report to me and where the remuneration arrangements are identical with those in Departments and Offices, only one body of those apparently comprehended by the Deputy's question has paid annual bonuses:

Special EU Programmes Body

There is an annual bonus structure in place in which the Chief Executive can be awarded up to a maximum of £8,000 dependant on assessment of performance by the Department of Finance and the Department of Finance and Personnel in Northern Ireland (assessed against previous year objectives). The performance bonuses awarded to the Chief Executive for the years 2005-2007 were:

2005 — £5,000

2006 — £8,000

2007 — £8,000

For 2008, the maximum bonus will rise to £10,000.
