Question 932: To ask the Minister for the Environment, Heritage and Local Government if he is confident that all agencies and bodies under his Department's responsibility comply fully with the Department of Finance procurement guidelines for goods and services; if he has sought assurances from the agencies and bodies that this is the case since 2000 to date in 2008; if he has expressed concern to an agency or body that it might be acting inappropriately since 2000 to date in 2008; if so, the agency or body; and if he will make a statement on the matter. As a matter of good corporate governance, all state bodies are responsible for the proper implementation of public procurement policy in respect of any goods and services which they procure. The Department of Finance's Code of Practice for the Governance of State Bodies addresses, inter alia, the responsibilities of the Boards of state bodies in relation to procurement. More specifically, the National Public Procurement Policy Framework has been brought by my Department to the attention of local authorities and all state bodies under the aegis of the Department, and I am not aware of any particular anomaly in this area.
