The Deputy's question relates to the management and delivery of health and personal social services, which are the responsibility of the Health Service Executive under the Health Act 2004. Accordingly, my Department has requested the Parliamentary Affairs Division of the Executive to arrange to have this matter investigated and to have a reply issued directly to the Deputy.

Question 325: To ask the Minister for Health and Children if correspondence from the Health Service Executive to Dublin City Council in support of a hostel at a location (details supplied) in Dublin 3 is in order in view of the fact that the hostel is to be operated by a private company and that the HSE had maintained that planning permission was a matter for the private company and not the HSE. The issue raised by the Deputy is a matter of corporate governance within the Health Service Executive. Accordingly my Department has brought the correspondence included in the Deputy's question to the attention of the Parliamentary Affairs Division of the Health Services Executive for immediate attention and for a direct reply to the Deputy.

Operational responsibility for the management and delivery of health and personal social services was assigned to the Health Service Executive under the Health Act 2004. Therefore, the Executive is the appropriate body to consider the particular matter raised by the Deputy. My Department has requested the Parliamentary Affairs Division of the Executive to arrange to have the matter investigated and to have a reply issued directly to the Deputy.

Subject to overall parameters set by Government, the Health Service Executive has the responsibility for determining the composition of its staffing complement. In that regard, it is a matter for the Executive to manage and deploy its human resources to best meet the requirements of its Annual Service Plan for the delivery of health and personal social services to the public. The Executive is therefore the appropriate body to consider the matters raised by the Deputy. My Department has requested the Parliamentary Affairs Division of the Executive to collate the information requested by the Deputy and forward it to him directly.
