Question 348: To ask the Minister for Education and Science the number of primary teachers employed in either temporary or permanent posts who have served more then seven years outside of the EU and are therefore denied incremental credit for that time worked abroad in contrast to teachers who have worked within the EU and are not subject to such restrictions. The information requested by the Deputy is not available in my Department. The terms of award of incremental credit to teachers are determined by the Conciliation Council for Teachers, which is the forum for the discussion by representatives of the management and staff sides of claims, terms and conditions of employment.
Arrangements for the award of incremental credit for primary teachers are outlined in Circular 10/01, and any changes in arrangements would have to be negotiated through the Conciliation Council for Teachers. In this context, if the matter is to be considered by the Council, it should be raised by the teachers' union.
