Question 89: To ask the Minister for Communications, Energy and Natural Resources the terms of reference of the analysis of the wider economic and societal benefits of a postcode system here that was undertaken after the presentation of the National Postcode Project Board's recommendation to Government in 2007; if this analysis has a deadline; the shortcomings of the NPPB's recommendations this analysis intends to address; when a postcode system will be implemented; and if he will make a statement on the matter. The National Postcode Project Board (NPPB) presented its recommendation as to the most appropriate postcode system for Ireland, the costs and benefits arising from its introduction along with a detailed implementation, promotion and maintenance plan. A proposal concerning the introduction of postcodes went to Government in May 2007 and Government decided that prior to the introduction of postcodes, further analysis to quantify the wider economic and societal benefits should be carried out. The work of the NPPB focused on quantifying the costs and benefits of postcodes to the postal sector including postal operators and customers and did not explicitly address non-postal costs and benefits. My Department has recruited consultants to assist it in carrying out this analysis, in order to establish a more complete estimate of the costs and benefits of postcodes to the public sector. This work will be completed shortly. On receipt of the analysis it would be my intention to revert to Government.
