Question 410: To ask the Minister for the Environment, Heritage and Local Government if Dublin City Council had contact with his Department regarding the suspension of applications to their affordable housing scheme for eight months; if he has assessed whether Dublin City Council is acting ultra vires in relation to the provisions in the Planning and Development Act 2000; his views on whether this action by Dublin City Council is in line with best practice for the proper development of the affordable housing scheme; and if he will make a statement on the matter. It is a function of each local authority to manage the administration of its affordable housing schemes, including consideration of any issues that may arise in relation to legal powers. My Department was aware of the approach being considered by the City Council which has, I understand, been discussed by the elected members on a number of occasions.

I further understand that, following a meeting of the Council last night, while a temporary suspension of the application process has been put in place, applications for affordable housing will continue to be accepted and will be included on their list with effect from 1 October 2008. This will facilitate a more reliable and efficient system, which will be of greater benefit to affordable housing applicants in the longer term.
