Question 1009: To ask the Minister for the Environment, Heritage and Local Government the way in which families with young children are to dispose of household refuse in situations where there is neither a local authority or a private service available within a kilometre of the residence; the advice that he would give in such circumstances; and if he will make a statement on the matter. The Waste Management Act 1996 imposes a qualified obligation on a relevant local authority to ensure that adequate arrangements exist for the collection, recovery and disposal of household waste in its functional area. This service can be provided directly by a local authority or by a private waste collector. Private collectors of waste are required to hold a valid waste collection permit from a local authority. It is therefore a matter for each local authority to satisfy itself that appropriate arrangements are in place for the collection of household waste and my Department has no function in the matter.
