Question 503: To ask the Minister for the Environment, Heritage and Local Government if his Department has calculated or is aware of the net cost or benefit, as the case may be, in terms of promoting the twin policies of water conservation and waste recycling, of requiring householders to wash and rinse items such as aluminium and steel cans, tetra pak cartons and plastic bottles before placing them for collection as mixed recyclables; and if he will make a statement on the matter. Having regard to the provisions of section 33 of the Waste Management Act relating to household waste collection and the statutory role of local authorities in permitting private collection services (as also provided for under the Act), the Minister has no function in regard to the provision of household waste collection services, including arrangements governing the presentation of waste.
