Question 366: To ask the Minister for Education and Science the procedures and conditions under which the Dublin Institute of Technology lands will be vested in the Grangegorman Development Agency; and the timescale for finalising the vesting of the lands, in view of the fact that the master planners have been appointed and commenced work. The Grangegorman Development Agency was established in May 2006. The remit of the Agency is to oversee the development of the lands at Grangegorman on behalf of the Departments of Education and Science, Health and Children, Dublin Institute of Technology and the Health Service Executive. Section 13 of the Grangegorman Development Agency Act 2005 provides for the transfer of ownership of lands and for the payment of considerations in relation to any lands transferring, subject to the consent of the relevant Ministers and approval of the Minister for Finance. Section 13 also provides that I must consult with the relevant statutory bodies and I have commenced this process in relation to both DIT and HSE lands.

Section 9(h) of the Act allows the Agency to commence an examination of titles to the relevant properties in preparation for vesting and the Agency has commenced this examination. As part of the Master Planning process the Agency will explore the optimum means and timing of disposing of the properties listed in Schedule 3 of the Act in order to ensure that maximum benefit will be accrued for the development of the Grangegorman site. The process of vesting of the properties will continue while the Strategic plan and budget is being prepared for submission.
