Question 610: To ask the Minister for the Environment, Heritage and Local Government if his attention has been drawn to the severe light pollution caused by a centre (details supplied) in County Dublin which adversely affects residents of Donabate, Lusk, Rush and Swords; if he will investigate the situation; and if he will make a statement on the matter. There is no environmental legislation pending or in force, at either EU or national level, on light pollution. The question of whether a facility is in compliance with any condition of its planning permission is a matter for the relevant local authority and I have no function in relation to any individual case. I do, of course, share the general concern that excessive or unnecessary lighting should be minimised, in the interest of public amenity but also to conserve energy and reduce carbon emissions. Sustainable Energy Ireland is working with the business sector to promote a range of energy conservation measures which include the use of lower voltage energy efficient lighting.
