I propose to take Questions Nos. 73 and 95 together.

The Programme for Government states that the Minister for Finance will present an outline carbon report, in conjunction with the annual financial budget. The Programme for Government also states that the Minister for the Environment, Heritage and Local Government, will follow this with a report outlining our use of energy in the preceding year, the progress made in meeting the reduction targets and Government's plans to meet the targets in the following year.
