Provision of a public library service is a matter for the local authority concerned. The Department provides capital assistance to local authorities in respect of library projects included on the public library capital programme. In 2004, local authorities were asked to review their capital programmes for library development and to submit a prioritised list of proposals which they wished to have considered by the Department in its review of the Public Library Capital Expenditure Programme. The development of a library in Rathcoole did not feature on the list submitted by the local authority.
