Question 321: To ask the Minister for Enterprise, Trade and Employment if there are plans to amend the Copyright and Related Rights Act 2000 to end the legal obligation on Irish book publishers to supply copies of each publication to the British Library and nominated universities, something which no other EU country has to comply with; and if he will make a statement on the matter. Section 198(1) of the Copyright and Related Rights Act 2000 provides that the publisher of any book first published in the State must provide a copy of the book to a number of copyright libraries, including the Board of the British Library.

Section 198(5) of the Act provides that a publisher shall also provide a copy of any book first published in the State to the National Library of Scotland; the National Library of Wales; Bodleian Library, Oxford and University Library, Cambridge but this requirement only arises where a demand is made, in writing, by the authority having control of each of these libraries, within twelve months of the publication of the book concerned.

These requirements are a continuation of previous copyright legislation and they remain the basis of reciprocal book deposit arrangements in favour of the National Library of Ireland and TCD Library which, in practice, allow them to receive deposit copies of UK-published books of Irish interest, which they have an interest in receiving, and for which they would otherwise have to pay. I have no plans to amend the Copyright and Related Rights Act 2000 to change the provisions concerned.

Question 322: To ask the Minister for Enterprise, Trade and Employment if he has given consideration to setting up an Irish ISBN system under the guidance of his Department or under the National Library in view of the changes to the system being brought about since the 2007 international conference on the matter; and if he will make a statement on the matter. I have no direct function in relation to the International Standard Book Number, ISBN, which is a unique commercial book identifier barcode system.
