Question 98: To ask the Minister for Justice, Equality and Law Reform if the implementation group to advise on ratification of the UN Convention on the Rights of Persons with Disabilities has been established; if so, when it was established; if not, when it will be established; the details of changes that will have to be made to the National Disability Strategy on foot of the signing of the convention; and if he will make a statement on the matter. Ireland was in the first group of countries to sign, subject to ratification, the UN Convention on the Rights of Persons with Disabilities when it opened for signature on 30 March 2007. A high-level, cross-departmental implementation group to advise on any changes to the Government's National Disability Strategy that may be required to enable the State ratify the Convention was established earlier this year and held its first meeting on 26 June 2007.
While the National Disability Strategy in many respects comprehends many of the provisions of the UN Convention, the Group has developed a work programme to address matters that need to be aligned with the Convention. This includes such areas as the law on legal capacity of vulnerable adults in respect of which reforms are being prepared.
