Question 608: To ask the Minister for the Environment, Heritage and Local Government the position regarding council development plans requesting that only people living within or from a specified distance of the site of proposed development be granted planning permission while that distance is less than the size of the actual locality parish; his views on whether this rule is too inflexible; and if he will make a statement on the matter. In accordance with Part II of the Planning and Development Act 2000, as amended by the Planning and Development (Amendment) Act 2002, the making, reviewing and varying of development plans and local area plans are a reserved function of the elected members of a planning authority. Guidelines for Planning Authorities on Development Plans and Development Management were published by my Department in June 2007 in order to assist planning authorities in carrying out their responsibilities in these regards. I have no function in relation to the issue raised in the question.
