Question 508: To ask the Minister for Defence if his Department has a policy with regard to frequent flyer points accrued by Ministers or civil servants; if these must be signed over to his Department or if they can be retained by the individual concerned; and if he will make a statement on the matter. The general principles governing all travel are those set out in the Department of Finance Circular 11/82. The Circular clearly indicates that it is the responsibility of each Department to ensure that frequent flyer points are not allowed to influence decisions taken in relation to the carriers used for official business. My Department is fully compliant with the Civil Service Code of Standards and Behaviour as contained in the Department of Finance Circular 26/04. Section 16 of that Circular states that: "Civil Servants should not accept special facilities or discounts on private purchases from suppliers with whom they have official dealings".
