Question 1161: To ask the Minister for the Environment, Heritage and Local Government when he expects the Green Paper on Local Government Reform to be published; and the reason he will not in the interim issue the regulations enabling the creation of additional town councils here as provided for in the Local Government Act 2001. The Programme for Government contains a commitment to publish a Green Paper on Local Government Reform by the end of the year. This Paper will examine a number of issues in relation to the organisation of Irish local government including the establishment of new town councils. A White Paper on Local Government Reform will then follow next year.

I will give consideration to those parts of the Local Government Act 2001 which have not yet been commenced, including Part 17 which concerns the establishment of new town councils, as part of this reform process.
