Question 292: To ask the Minister for Communications, Energy and Natural Resources the situation in relation to a person who wished to provide a five kilowatt generator to produce electricity and found a bureaucratic approach with regulations, planning demands and so on, whereas in contrast there is a generous grant scheme in Northern Ireland; if the matter will be examined; and if he will make a statement on the matter. The White Paper on Energy Policy and the Programme for Government commits to developing the undoubted potential for distributed generation, as a long term alternative or supplement to the existing centralised system. My Department is already working with all relevant agencies including Sustainable Energy Ireland (SEI), the Commission for Energy Regulation (CER), ESB Networks and the Electro-Technical Council of Ireland, to put in place the appropriate administrative, technical and safety standards and practices to underpin the widespread deployment of micro generation technologies.
