Question 39: To ask the Minister for Enterprise, Trade and Employment the cost and timescale and the methods he will use to ensure delivery on time and on budget for each line item of the Programme for Government under his portfolio not already part of his Department's plans; and if he will make a statement on the matter. My Department has undertaken a detailed examination of the New Programme for Government and identified the commitments that will impact on our mission over the term of the new Government. Implementation of the commitments in the Programme will be a major element informing my Department's new Strategy Statement for 2008-2010 as well as the annual Estimates campaigns.

To the extent that commitments in the Programme for Government are not already included as part of my Department's plans, the cost of these commitments and their timescale will be a matter for discussion between my Department and the Department of Finance in the context of the forthcoming Estimates campaign.

I can also assure the Deputy that my Department has well-established procedures for the ongoing monitoring of activity and expenditure under the Department's remit, including the presentation of monthly Management Information Reports and expenditure reports to the Department's Management Board and to me and the Ministers of State at my Department. These procedures will be applied to any new commitments in the Programme for Government, along with any further procedures that may be considered appropriate for the activities concerned. My Department will also be reporting progress on delivery of a range of initiatives as part of the NDP monitoring and reporting arrangements overseen by the Department of Finance.
