Question 176: To ask the Minister for Justice, Equality and Law Reform further to a previous parliamentary question of 9 May 2006, the Government's review of the implications of a decision to ratify Protocol 12 of the European Convention for the Protection of Human Rights and Fundamental Freedoms; and if he is in a position to set a date for ratification in view of the potentially great benefit ratification would have for a range of groups suffering discrimination here. Question 177: To ask the Minister for Justice, Equality and Law Reform if, in view of the belated commitment to ratify the Optional Protocol to the United Nations Convention Against Torture contained in the Programme for Government to offer a time-frame within which Ireland will ratify the OPCAT, Ireland will take the legislative measures necessary to ensure full applicability. The necessary legislation to enable ratification of the Optional Protocol to the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment is being prepared in my Department. The legislative measures that are required in order to meet in full the obligations of ratification will be detailed during the drafting of the General Scheme of the Bill that will give effect to the Protocol. This will be done in consultation with the Office of the Attorney General and other interested bodies.
