Question 278: To ask the Minister for Health and Children when she proposes to introduce the legislation required as a matter of urgency for the independent inspection of residential care facilities for children with intellectual disabilities; and if she will make a statement on the matter. The Health Bill 2006 will provide for the establishment of the Health Information and Quality Authority (HIQA) and the Office of the Chief Inspector of Social Services, within HIQA, with specific statutory functions. The Chief Inspector's functions will include the inspection and registration of residential centres for people with disabilities. As indicated to the Deputy previously, I intend to publish the Bill before the end of the month.
