Question 191: To ask the Tánaiste and Minister for Justice, Equality and Law Reform if An Garda Síochána has a policy on hospitality; if so, if that policy is available for public inspection; if he is satisfied that the policy is adequate; and if a record is maintained of gifts, invitations and hospitality received by An Garda Síochána. The Garda Code covers all areas of Garda duties including guidance to all members of the Force on ethical and professional behaviour and discipline. All members of An Garda Síochána are issued with a personal copy of the Code, which is retained by the member for the duration of their service. The Garda Commissioner is of the view that it is necessary that confidentiality be maintained in respect of the Code in order to maintain the operational effectiveness of An Garda Síochána.

I have been further informed by the Garda authorities that a working group was established by the Commissioner to bring forward new proposals governing the behaviour of members of An Garda Síochána in relation to the acceptance of gifts, hospitality and sponsorship. It is envisaged that their report will be finalised in early 2007.
