As the Clinical Indemnity Scheme (CIS) has been established on the principle of "enterprise liability", individual clinical practitioners are not required to register with the scheme. Their work in the public health service is covered by the scheme by virtue of the fact that personal injury claims against the agencies which employ them are covered by the CIS. For this reason the State Claims Agency, which operates the CIS, does not collect the information sought by the Deputy.
