Question 585: To ask the Minister for the Environment, Heritage and Local Government the procedures in place to ensure that the auditing of energy standards for new residential buildings will be carried out by an independent impartial party; and the monitoring mechanism that will be introduced to oversee the proper execution of the auditing process. Building Energy Ratings (BER) for new dwellings commencing on or after 1 January 2007 will be issued by registered assessors who satisfy the requirements of the relevant Training Specification, as published by Sustainable Energy Ireland on 6 October 2006. A comprehensive Quality Assurance system is being put in place, which will involve quality control of calculation procedures, software validation, error detection, and auditing of assessors and ratings. The BER scheme will be managed centrally by SEI, under the aegis of the Inter Departmental Implementation Group on the Energy Performance of Buildings Directive.
