Question 566: To ask the Minister for the Environment, Heritage and Local Government the action he will take in order to avoid potential fines of tens of thousands of euro per day, for each day Ireland is found to be in breach of the Habitats Directive in view of the preliminary opinion given by the Advocate General for the European Court of Justice that Ireland has failed to fulfil its obligations under Article 12 (1) of the Habitats Directive by not taking specific measures for the effective implementation of a system of strict protection for otters, whales, dolphins and the leatherback turtle; and if he will make a statement on the matter.
