Question 328: To ask the Minister for the Environment, Heritage and Local Government if there has been a mid-term assessment of the local authority social and affordable housing plans for the period 2004 to 2008; and if he will make a statement on the matter. [36772/06]

When I agreed action plans for social and affordable housing with local authorities in 2004, I also made provision for a mid-term review to be undertaken in 2006. The review, which commenced earlier this year, focuses on examining how targets have been met in the first two years of the plan and on incorporating any adjustments for the remaining years of the plan, in light of outcomes including 2006 outputs, and the results of the recent Housing Needs Assessment. The review process included meetings between officials from my Department and all local authorities as well as the preparation of review statements at local level.

An Action Plan Working Group is being formed to carry out national analysis of the local reviews. As well as examining outcomes to date, the Group will consider any actions required to improve delivery and monitoring of Action Plans. This will ensure that the action plan process continues to provide local authorities with a framework for the integrated and cohesive planning and delivery of social and affordable housing measures, based on their relevant housing strategy, over the coming years.
