Question 250: To ask the Minister for the Environment, Heritage and Local Government the proposed energy rating that will apply to a domestic houses built to the exact specifications set out in the existing building regulations, under the grading system that is due to be introduced under the Energy Performance in Buildings Directive; and if he will make a statement on the matter. The Interdepartmental Group on the Implementation of the EU Energy Performance of Buildings Directive are finalising the Building Energy Rating label to be issued for new dwellings commencing on or after 1 January 2007, in the light of feedback from stakeholders who were consulted on an initial draft of the label.

The definitive draft of the label will shortly be submitted for my approval. In the meantime, I am not in a position to comment on the likely rating of new dwellings built to the minimum standards prescribed by Part L (Conservation of Fuel and Energy) of the Building Regulations.
