Question 296: To ask the Minister for Finance the reason a person (details supplied) in County Cork, who was diagnosed with Multiple Sclerosis in 2004, is being refused remission of the VAT and vehicle registration tax of the price of their car; and if he will investigate the reason this has happened. I understand the person concerned applied for a Primary Medical Certificate in respect of the tax concessions available under the Disabled Drivers and Disabled Passengers (Tax Concessions) Scheme. He was not awarded the Certificate by the Senior Area Medical Officer of the relevant Health Service Executive administrative area who is responsible for deciding applications for the Primary Medical Certificate under the scheme. I also understand that the person concerned has appealed the decision of refusal of the Primary Medical Certificate to The Secretary, Disabled Drivers Medical Board of Appeal, National Rehabilitation Hospital, Rochestown Avenue, Dun Laoghaire, County Dublin. As the Deputy will be aware I have no direct role in the appeals process.
