Question 59: To ask the Minister for Communications, Marine and Natural Resources the extent to which parish church broadcasting services, which were discontinued by the regulator, have been restored; if extra costs have been imposed as a result; and if he will make a statement on the matter. The Commission for Communications Regulation (ComReg) is the statutory body responsible for spectrum management. Earlier this year ComReg established a licensing scheme to permit wireless public address systems (WPAS), and allow what is seen as a valuable community service to continue in a way that is regulated and will not cause problems for the broadcasting content regulator and other users of radio spectrum. The Regulations providing for this licensing scheme required my consent as Minister for Communications, under the Wireless Telegraphy Act 1926 and were put in place last June.
