Question 480: To ask the Minister for Agriculture and Food the steps she is taking to address the hardship being experienced by farmers in the Shannon Callows who lost summer grazing earlier in 2006 and have now lost forage crops and autumn grazing due to the rising of water levels on the river; and if she will make a statement on the matter. There are no funds available to me to compensate for difficulties such as those experienced by farmers in the Shannon Callows and elsewhere in the country due to the very wet weather experienced at certain times this year. However, I have secured agreement from the European Commission to make an advance payment this month, at a rate of 50%, under the Single Payment Scheme and this will be of considerable benefit to farmers including those who have experienced difficulties due to weather conditions during the year. The balance of the Single Payment Scheme will be paid with effect from 1 December.
