Question 77: To ask the Minister for Communications, Marine and Natural Resources if he anticipates entering into discussions with the new owners of Eircom with a views to achieving a higher degree of investment in communication technology, the completion of local loop unbundling and the removal of barriers to an accelerated programme for the delivery of broadband and the telecommunications sector generally, having particular regard to the need to achieve a specific level of investment commensurate with the scale of the companies responsibilities and the requirements of the economy; and if he will make a statement on the matter. I recently met with Mr. Pierre Danon, who is to be the non-executive Chairman of Eircom. I meet with industry players on a regular basis. Any investment in infrastructure would be a commercial decision for Eircom in a fully liberalised market.

Promotion and regulation of local loop unbundling is the responsibility of the Commission for Communications Regulation, ComReg under the Communications Regulation Act of 2002 and the transposed EU regulatory framework for Electronic Communications Networks and Services.
