Question 458: To ask the Minister for Transport if details of the contract for the second phase of the LUAS have been drafted and agreed; if so, the way in which the plans differ from the contract of the first phase, in terms of disruption limitation; his views on whether the contract has been changed with regard to on-site management of works; and if Dublin City Council, the Railway Procurement Agency and An Garda Síochána will have more involvement in the way in which the project is carried out, in order to minimise disruption on a daily basis. Any future contracts for the further development of the Luas network as envisaged under Transport 21 are a matter for the Railway Procurement Agency (RPA).

However, I understand from the RPA that any such contracts will contain suitable provisions to ensure that contractors carry out their works in accordance with sound industry practice. The RPA will work closely with its contractors, the relevant local authorities and An Garda Síochána to ensure that the works are effectively managed so as to avoid unnecessary disruption, drawing on relevant experience gained during the construction of the existing Luas network.
