Question 248: To ask the Minister for the Environment, Heritage and Local Government the conditions that circuses are required to meet before being given permission to open here, with special reference to the circumstances under which the animals are kept; and if he will make a statement on the matter. My Department has no function in relation to the granting of permission for the opening of circuses. Issues of animal welfare are covered by the Protection of Animal Acts, which are the responsibility of the Minister for Agriculture and Food.
