Question 257: To ask the Minister for Foreign Affairs the functions which have, since the last general election, been delegated to Ministers of State at his Department by the Government under powers conferred on it by Section 2 (1) of the Ministers and Secretaries (Amendment) (No. 2) Act 1977; and the statutory instrument number of each such order. On 5 October, 2004 the Government, on the nomination of the Taoiseach and in exercise of the power conferred on them by Section 1 of the Ministers and Secretaries (Amendment) (No. 2) Act 1977, as amended by Section 2 of the Ministers and Secretaries (Amendment) Act 1980 and Section 1 of the Ministers and Secretaries (Amendment) Act 1995, assigned responsibility for European Affairs to Mr Noel Treacy, T.D., Minister of State. Also on that date, and under the same legislative provisions, the Government appointed Mr Conor Lenihan, T.D. to be a Minister of State at the Department of Foreign Affairs, with special responsibility for Overseas Development and Human Rights. No delegation orders in respect of the Ministers of State assigned to my Department have been made under Section 2 (1) of the Ministers and Secretaries (Amendment) (No. 2) Act, 1977.
