Government policy on the control and regulation of numbers in the public sector, including local authorities, was announced in the Minister for Finance's Budget statement of 7 December 2005. I am keeping the overall position in the local government sector under regular review. As regards an individual post in a local authority, the County or City Manager is responsible for the staffing and organisational arrangements necessary for carrying out the functions of the local authorities for which he or she is responsible.
