Question 517: To ask the Minister for the Environment, Heritage and Local Government his plans to remove the embargo on the recruitment of public service jobs as many local authorities require additional staff but due to the embargo they cannot recruit; the plans the Government have to allow local authorities to recruit necessary staff; and if he will make a statement on the matter. Government policy on the control and regulation of numbers in the public sector, including local authorities, was announced in the Minister for Finance's Budget statement of 7 December 2005. Local authority staffing increased by over 25% in the period 1997 to 2003 and I am continuing to keep the overall employment position in the sector under regular review, having regard to the need to deliver quality front line services and achieve value for money within the parameter of Government policy on public service employment generally.
